Overview
We are seeking your views on our updated Licensing Act policy.
Under the Licensing Act 2003, we as a Licensing Authority are required to publish a policy document which outlines how we will apply the Licensing Act legislation in Sheffield and carry out our functions under The Act, to protect and promote the licensing objectives in a fair and transparent way.
Our functions are to issues licences and notices for the following:
premises licences
club premises certificates
personal licences
temporary event notices
“Licensable activities” are defined under The Licensing Act 2003 as:
Sale by retail of alcohol
Supply of alcohol by or on behalf of a Club
Provision of Regulated Entertainment (Live music, recorded music, films, plays, dance, indoor sporting events and boxing and wrestling)
Provision of Late Night Refreshment (hot food and hot drinks provided between the hours of 23:00 – 05:00 hours)
Why are we consulting?
Our current Licensing Act policy was last published in 2021 and we have a statutory obligation to publish a reviewed policy every five years. We are now in the review period, and we have updated our current version of the policy.
This policy will guide the Licensing Authority when considering applications and Notices under the Licensing Act 2003 and will provide guidance to applicants, objectors, Responsible Authorities (those we consult with on applications) and any other interested party on the approach to the provision of licensable activities in the City. It will also provide information to assist elected members in their decision making capacity.

All views will be considered and given proper weight. The policy will then go through an approval process through the Council’s governance system starting with the Licensing Committee and finishing up to Full Council for approval.
The approved document will be effective from January 2026 and published on our licensing website.
