Housing Asset Management Strategy

We are inviting tenants and local residents to comment on our draft Housing Asset Management Strategy.

This document sets out how we manage the condition, safety and investment of the Council’s social housing stock.

The draft is attached to this page - either to the right or towards the bottom depending on your device.

The strategy focuses on five priorities:

1. Safe, good-quality and comfortable homes. Safety and legal compliance come first.

2. Reducing carbon emissions. We are moving away from a one-size-fits-all approach to retrofit. This is where we make changes to a home to make it more energy efficient, and use less emissions.

3. More homes and housing choice. We are taking a more strategic approach to buying homes and reviewing under-used land and buildings. The aim is to stabilise council housing numbers by the end of the 5-year period.

4. Great, safe neighbourhoods people are happy to call home. We will introduce a more planned, place-based approach to estate investment. This includes improvements to waste-management, communal areas, access routes and green spaces.

5. Homes and housing services that end homelessness and support healthy, independent lives. We will explore opportunities to extend, remodel, repurpose and improve housing to support diverse needs.

Why are we consulting?

We want to make the best use of your money, and ensure our priorities align with yours.

The survey is open to all Sheffield residents, whether you are a Council tenant, a private tenant, rent, or own your home. We would particularly like to hear from current and potential tenants. Whether you are already involved in resident groups or have never shared your views before, we want to hear from you!

The survey should take around 20 minutes and will close on 7th of December 2026.

Your feedback will help us improve the strategy. It will be presented to the Housing Policy Committee in March 2027. We will share the outcomes of the consultation and strategy on this page.

  • We’re inviting tenants and local residents to comment on our draft Housing Asset Management Strategy.

This document sets out how we manage the condition, safety and investment of the Council’s social housing stock. The strategy explains that we will spend first on safety and quality in our properties before making other investment decisions. In addition the Strategy proposes moving away from a one-size-fits-all approach to making our homes more energy efficient, working to stabilise the number of houses the council owns at the end of the five-year period, working together with local teams and stakeholders to make a more place-based approach to managing our estates, and exploring opportunities to extend, remodel, and repurpose our housing schemes to better support the needs of our tenants and city.

We want to make the best use of your money, and ensure that our priorities align with what you want us to invest in.

The survey is open to all Sheffield residents, whether you are a Council tenant, a private tenant, rent, or own your home, but we would particularly like to hear from current and potential tenants.

The survey should take around 15-20 minutes and will close on 7th of December 2026.
