Hillsborough Leisure Centre Refurbishment

Sheffield City Council are committed to providing opportunities for everyone to move more and lead a more active lifestyle, helping to reduce health inequalities across the city. As part of our commitments in Sheffield Sport and Leisure Strategy , we are investing in leisure facilities to ensure they are modern, welcoming, accessible, inclusive, and support our ambitions to reduce our environmental impact.

As part of this investment, Hillsborough Leisure Centre is due for refurbishments and we are working closely in partnership with our operator, Everyone Active, to develop this work. As part of this process, we are carrying out public engagement in October and November 2026 to update everyone on the plans and gather feedback on the proposals.

We anticipate that refurbishment of Hillsborough Leisure Centre will take place during 2027/2028. Improvement works will be delivered in phases with partial closures to the areas being refurbished during that time.

The proposal for refurbishment have been shaped by a range of research, feedback to help us create a centre that works for everyone.

Here’s what we’ve used to develop the proposals so far:

  • A full review of Sheffield’s leisure facilities (2020) – looking at the condition of existing centres and how we can create a more sustainable future for leisure in the city.
  • Sport England Facilities Planning Modelling (2020 and 2025)– assessing the supply and demand for leisure facilities across Sheffield and identifying where the greatest need is.
  • Feedback from local communities and stakeholders – gathered during the 2022 consultation on Sheffield’s Sport and Leisure Strategy and 2025 consultation on Sheffield Built Sport and Leisure Facility Strategy and from discussion with the customers and the Hillsborough Leisure Centre User Group through 2025 and 2026. This included ideas on investment priorities, making spaces more welcoming, and improving accessibility and inclusivity.
  • Sport England Design Guidance– using national best practice on leisure design, active lifestyles, accessibility, and inclusion.
  • Lessons from other leisure facilities – learning from what works well elsewhere, both locally and across the country.

Together, this information has helped us create draft proposals that aim to meet local needs, promote active wellbeing, and ensure the new centre is a welcoming space for everyone.

In addition to the online questionnaire, public consultation drop ins will also be held on the following dates:

  • Tuesday 20 October 3pm-7pm, Hillsborough Leisure Centre
  • Wednesday 21 October 9am – 12noon, Hillsborough Leisure Centre
  • Monday 2 November 9am- 12noon, Hillsborough Leisure Centre
