We are seeking your views on our updated gambling policy.

Overview

Under the Gambling Act 2005, we as a Licensing Authority are required to publish a gambling policy document known as a ‘Statement of Principles’ which will define the principles we will apply in exercising our gambling licensing functions under the legislation.

Our functions are to issues licences and permits for the following:

  • Casinos
  • Bingo Halls
  • Betting Shops
  • Tracks
  • Adult Gaming Centres
  • Lotteries
  • Family Entertainment Centres
  • Occasional Use Notices
  • Temporary Use Notices
  • Club Gaming Machines
  • Gaming Machines in Licensed Premises

Why are we consulting?

Our current gambling policy was last published in 2022 and we have a statutory obligation to publish a reviewed policy every three years. We are now in the review period, and we have updated our current version of the policy.

This policy will guide the Licensing Authority when considering applications for gambling and will provide guidance to applicants, objectors, Responsible Authorities (those we consult with on applications) and any other interested party on the approach to gambling in the City.

We have also drafted a new linked document to the policy referred to as 'Sheffield's Local Area Profile' (LAP). This document maps out the risk factors considered on applications which are referred to in the policy document with a link to an interactive map - it should be noted that the data is still being finalised. Further information about the LAP can be found in the consultation documents.

Please read the frequently asked questions section of this page before reviewing the consultation documents to find out about:

  • the different roles the the Gambling Commission, Licensing Authority and the Planning Authority play in regards to gambling; and
  • to find out what is in scope when responding to this consultation

Consultation documents:

We have attached the following draft documents for consultation:

  • Gambling Policy – Statement of Principles - consultation document (tracked changes version)
  • Gambling Policy - Changes Document – this provides information on what has been changed and why
  • Sheffield’s Local Area Profile (LAP) – this is a linked document to the policy and details areas of higher risk/vulnerability in the city

Please read all the draft documents and let us know what you think about them by completing the survey questions.
