City Centre Access and Movement Plan

Sheffield’s city centre is in an exciting period of transformation. It’s the economic centre of Sheffield and of South Yorkshire, with huge potential for growth. As more people live, work, and shop in our city centre, the demand for space in and around the centre will increase. To shape how our city centre public spaces and streets should look and feel in the future, we've developed a City Centre Access and Movement Plan.

The plan is bold and transformational. Our vision is for a cleaner, greener, thriving city centre, with more space for people. We need to ensure everyone has access to reliable, sustainable and realistic transport options. Ultimately, we believe great cities should focus on moving people efficiently and sustainably, creating spaces that work for everyone.

We’re already making changes to the city centre to support our ambitions through projects like the Connecting Sheffield: City Centre project, which began construction in February 2025 and links key developments like The Moor, Heart of the City and improvements on Fargate.

We’ve also improved the junction of Rockingham Street and West Street, making it safer for pedestrians by improving existing crossings and adding new ones. And we’ve enabled buses to turn into Rockingham Street to reduce bus journey times and make public transport a more reliable and realistic choice for people.

What’s the latest?

The City Centre Access and Movement Plan was approved at the Sheffield City Council Transport, Regeneration and Climate Policy Committee on Wednesday 17 December 2025.

You can now read the final approved plan, which takes on board the feedback you gave us during our transport conversation in December 2024 and January 2025, and the draft plan consultation in summer 2025.

Thank you to everyone who got involved in our transport conversation in December 2024 and January 2025 and the draft plan consultation in summer 2025. Through our surveys, focus groups and events in the city centre, you shared your thoughts on how you wanted our city centre streets to feel in the future and how you’d like to be able to move around. What we heard from you throughout this process was fundamental to creating the plan.

Now that the City Centre Access and Movement is approved, we're exploring the projects that we set out in the City Centre Access and Movement Plan to improve our city centre streets and give you more choice in how you travel.
