Transfer to High Needs Block 2026/27

Consultation for mainstream schools and academies only (not special schools)

For 2026/27 we are proposing a transfer, in principle, of approximately £1m to £1.4m, from the Schools Block to the High Needs Block on the basis that this will increase the ability of mainstream schools to meet the needs of a growing population of children with Special Education Needs and Disabilities (SEND) effectively and reduce the need for transfers to special schools.

    For 2026/27 we are proposing a transfer of approximately £1m to £1.4m, from the Schools Block to the High Needs Block on the basis that this will increase the ability of mainstream schools to meet the needs of a growing population of children with Special Education Needs and Disabilities (SEND) effectively and reduce the need for transfers to special schools. 

    As at the date of consultation we are still awaiting our indicative Dedicated Schools Grant (DSG) Settlement for Local Authorities from the Department for Education, so all financial amounts shared in this paper are estimated. We expect to receive this information by the end of November. This consultation is therefore seeking views, in principle only, based on the estimated amount available for redirection.

     The increased funding will be used to: 

    • Ensure that provision is in place for children with Education, Health, and Care Plans, in line with our statutory duties. 
    • Fund Strategic initiatives in localities to meet the needs of children with SEND.
