Tobacco Control Strategy

Smoking remains one of the biggest causes of preventable illness and early death. It also increases the unfair differences in health that exist, with the greatest harm often experienced by people and communities who already face difficult life circumstances.

Sheffield’s current Tobacco Control Strategy runs from 2022 to 2027. It brings organisations across the city together to reduce smoking and support the shared ambition that 5% or fewer adults in Sheffield smoke by 2030.

Sheffield City Council is now working with partners to develop the next Tobacco Control Strategy for 2027 to 2030. This is an opportunity to update Sheffield’s approach to smoking, vaping and nicotine, taking account of new evidence, changing behaviours and attitudes, national policy changes and recent Government funding for tobacco control.

The new strategy will set out what needs to happen over the next three years to reduce smoking and the harm caused by tobacco. It will also help Sheffield make the best use of funding, evidence and partnership working, while making sure support reaches the people most affected by smoking.

This consultation is not about blaming people who smoke. Smoking is addictive, and stopping can be hard. Things like stress, money worries, mental health, housing, where people live and wider social pressures can all affect smoking. We want to understand what actions would work well for Sheffield and be fair, realistic and acceptable.

We want to hear from residents, communities, organisations and tobacco control partners about what the new strategy should focus on. Your views will help shape Sheffield’s approach to:

  • Help more people to stop smoking
  • Stop children and young people from starting smoking
  • Reduce vaping and nicotine addiction among young people
  • Reduce the unfair differences in smoking rates and harm between different groups
  • Make it easier for people to get stop smoking support in their local community
  • Create more smokefree places to help protect people
  • Reduce the availability of illegal tobacco and illegal vapes
  • Work more effectively with our partners to help people live smokefree lives
  • Make sure support reaches the people most harmed by smoking

We will use your views to help us write the new Tobacco Control Strategy for 2027 to 2030, which will be submitted for approval by Sheffield City Council's Strategy and Resources Committee.
