Sheffield’s Tenancy Strategy and Policy

Sheffield City Council has drafted a new Tenancy Strategy and Policy, and we want to hear your views on it. Your feedback will be used to develop the final documents.


Tenancy Strategy – The draft strategy explains the Council’s approach to tenancies in Sheffield. It sets out the principles and priorities that should guide how different tenancy types are used, so there is a clear and consistent approach applied by all social housing providers in the city. It also sets a shared framework for how Registered Providers develop and review their own tenancy policies.


Tenancy Policy - A tenancy policy sets out how a landlord will apply its tenancy strategy in practice. It provides a clear framework for making tenancy decisions, including when different tenancy types may be used. It is intended to support lawful, fair, consistent and transparent decision-making, and to help tenants and partners understand how tenancies are granted and managed. In this consultation, we are asking for your views on Sheffield City Council’s new Tenancy Policy.


Together, the Strategy and Policy aim to make sure social housing is used in a way that best meets local needs. They are intended to support fair access to housing, make best use of available homes, and help create stable, inclusive and sustainable communities across Sheffield.


A survey is available to complete and should take around 10 minutes. The survey should be read alongside the draft Tenancy Strategy and Policy.


We welcome views and comments from social rented tenants, tenant and resident groups, any Sheffield residents, Registered Providers working within Sheffield and other interested stakeholders.


Papers copies of the surveys with self-addressed envelopes are available in Howden House, Union Street, S1 2SH, or you can request one to be posted to you by contacting the team.


The consultation closes on Monday 31st August.

    The survey should be read alongside the draft Tenancy Strategy and Policy.


    The first section of this survey will ask your views on the Draft Tenancy Strategy and the second part will ask for your views on the Council’s Draft Tenancy Policy.

    What happens to my feedback? 

    We do not ask for your name or contact details, so your feedback will be anonymous. However, we do ask for information about characteristics such as ethnicity or disability. This helps us understand whether people with different backgrounds, experiences and needs have different views.


    We will analyse all the feedback carefully, in line with the 2018 Data Protection Act and 2018 GDPR legislation that sets out how information can be used and is kept safe.  


    Once the consultation is completed and the feedback has been analysed, all personal data collected will be deleted.
