There is a working draft report of proposed changes and recommendations available on this link: Review of approach to public questions at council meetings (moderngov.co.uk)

This survey is to get your input on the proposals for change, it is quite detailed and looks busy as we are asking for your views on the individual recommendations set out in the report on the link above. It is not essential to read the full report to complete the survey, but you may find pages 8- 17 of the report helpful.
There are five proposals in the report, and a series of recommendations within each proposal. In this survey for each of the recommendations listed you are asked to choose an option to agree, disagree with, neither agree or disagree, suggest a change. If you want to suggest a change to a recommendation please use the box at end of each page to say which one and give more information on what should be different. There is also a final box at the end of the survey, for further comments on changing our approach to public questions.
Your views are important to us it should take about 15 minutes, we thank you for taking the time to complete this.
