These Panels are also responsible for awarding community grants, called HAP Residual Levy Grants.

These grants are funded by the Council’s “Residual Levy”, which is tenant levy money collected from tenants who currently have no local Tenants and Residents Association (TARA) to represent them.

The grants are awarded to help build stronger, successful communities by making funding available to local voluntary organisations, self-help groups and community projects that want to make a difference in their community and benefit those council tenants not already covered by a TARA.

The awards are currently a pilot only available in the north-east area of Sheffield, but if they are successful then consideration will be given to rolling them out across the city to other wards.

The first round of bids is now closed, the next round will open in the Autumn.

We need your views!

Over the last few weeks, local community groups have been busy putting in bids for one of these grants. All of their projects are aimed at improving the community for council tenants who aren’t already covered by a TARA.

Later this month, a panel of local tenants and Councillors (nominated from each of the local Housing Advisory Panels) will meet to assess the bids and decide which ones are successful. As part of their evaluations, they want to hear the views of other tenants living in the area about the bids being considered.

    Description of Project: We want to offer a monthly group activity called the Open Door Art Project for adults with learning disabilities. The group would accommodate up to 20 people per session, adults aged 18+. This group is a continuation from a successful project previously funded by the National LotteryAwards for All and the demand and attendance for the group has always been highwhich proves to us the need for the project to continueespecially seeing the enjoyment and confidence that participants get from the group. 

    The project aims to offer a much-needed activity for residents of Southey who have learning disabilities, as currently there is no local activity available for them to attend. The Open Door Art Project will provide a safe welcoming space and will be delivered by Sara Beavan-Widdowson, a freelance artist who worked with Ignite Imaginations. Sara will organise each class, bringing along all the materials and supplies needed to deliver a variety of engaging and inclusive sessions. Some of the activities may include pencil/painting art, flower arranging, jewellery making, cards, candles, and printing. The sessions will be delivered in our Community Centre and run for 2 hours monthly. There is great evidence that arts and crafts projects can benefit individuals, especially those with learning disabilities and we know that people with high support needs are often denied access to community activities. Much more needs to be done to help include them, and this art project will play a key role in this.  

    Art often provides an opportunity to work in groups and encourages the development of useful social skills, such as taking turns, listening to others, eye contact and other forms of interaction. These skills form the basis of valuable and meaningful relationships, as statistics show that over half of disabled people reported feeling lonely, rising to over three-quarters (77%) for those aged 18-34 (Census 2017). As studies show, loneliness is associated with physical and mental health problems and poorer quality of life; so by participating in our sessions, we hope those attending will forge new friendships, help reduce social isolation, loneliness and enable them to reach their potential. 

     The people who will be attending are from the local area of Parson Cross and the Southey Ward and will come along with a carer for additional support. They can attend as often as they wish, and new people will always be welcomed into the group. Whilst our benchmark for attendance will be 10-12, we believe that as the project continues to develop, the actual number attending will be 18-20 with carers.

    Description of Project To offer a stayplay and connect group in a community-based setting that will offer a structured and relaxed environment where children and young people can connect, are encouraged by play based learning and literacy. We will also include arts and crafts and also hope to enhance parent child bonding. We will have an initiative for volunteers to have the opportunity with training to reduce barriers for those wanting to work in nurseries and schools. We will also be working with SOAR to deliver the multiply classes on healthy eating and grow your own produce.   

    To inspire and enrich women’s and children’s lives and experience and to empower them to reach their full potential in health, wellbeing, education, learning and social inclusion. Seeks to represent and meet the particular needs of Arabic communities and ethnic groups in the Area of Firth Park as well as extending its services and activities to other disadvantaged communities within the local area.

    Description of Project

    We would like to host a Christmas Pantomime in our Community Centre on Tuesday 2nd  December 2025, This will be an evening event from 5.30pm – 8.00pm and open to people of all ages in our local community. The pantomime aims is to bring our community together in a safe and fun environment at an affordable price due to the cost of living crippling many of our family's finances. We will also take this opportunity to promote what else is happening in our local area. 

    We have hosted community pantomimes over the last few years and distributed over 140 tickets to each show. Just like in all previous years, we are already receiving enquiries as to whether we will be hosting another Pantomime this year, showing a need for this in our local community. 

    • We have oversold our tickets every year. 

    • We have asked our groups, including our 2 baby and toddler groups, choir, lunch clubs, memory cafés and other activity groups for their feedback and interest in having a panto back in our Christmas calendar. Of the 70-80 people we have asked, 100% said it would be something they would attend and is an important part of our community engagement. 

    • We approached our external groups and asked if they felt it would be an activity they would like to come to; again, the feedback was extremely positive. 

    • We have discussed the idea with our volunteers and 100% said they would come along; many offered their help as volunteers for the day. 

    • We have had conversations with our local community, the nursery next door, local schools, the GP practice, the referring services and local businesses and the feedback about the event has been positive and supportive of the idea.  

    Our project aims to offer a pantomime that is inclusive for all genders, ages and communities. It takes audiences away from their routines at home, brings everyone together and is filled with laughter and fun. Live performance has a profound effect on audiences of all ages, so for 2 hours, our community will enjoy a touch of Christmas sparkle and magic that will lift spirits and reconnect those who haven’t seen each other for a while.  

    We invite an experienced community theatre company to perform the panto, who regularly tour pantomimes across the country in schools and community venues.  

    They specialise in small-scale children's pantos, written to be enjoyed by all ages, from 3 to 103! The theatre company boasts the most experienced staff and theatrical directors, giving the performance a professional edge at an affordable price. Most of our local residents are unable to attend the city theatres due to the cost of tickets and transport, so this gives the whole family the theatre experience on their doorstep. We will ensure all attendees are given a grab bag to include a drink, crisp and chocolate so that there is no hidden pressures of having to purchase additional items on the nights and no child or adult is excluded as we know many of our local families are struggling financially, and especially in the run up to Christmas.

    We provide an upcycling and recycle weekly activities this includes making new creations using textiles such as sewing, knitting, embroidery and arts and crafts.

    To reduce waste to landfill and increase creativity also reduce social isolation. This also nurtures both mental and physical health. It sharpens cognitive skills, enhances creativity, promotes mindfulness, and provides a sense of achievement. We will be delivering arts and crafts sessions including card making, sewing, knitting, crotchet, The first session, focused on sewing, will begin at 10:00 AM. Following this, our crochet session is set to commence at 11:00 AM. The knitting session will take place at 1:00 PM.  

    After the knitting session, we will host a drop-in period where attendees can choose to engage in various recycling and creative activities. Participants will have the opportunity to work comfortably on projects that interest them, supported by our dedicated volunteer teachers. These teachers are committed to ensuring that everyone feels welcome and supported. They are prepared to assist newcomers by providing instruction on knitting, crocheting, and the use of sewing machines.

    The project is aimed at meeting the needs of children with SEND (Special Educational Needs and Disabilities) in the Firth Park area through regular inclusive sessions.

    The aim is to support the development and wellbeing of SEND children in a safe, sensory-rich, and welcoming environment. We will deliver monthly SEND sessions, where children can explore and develop at their own pace using specialised resources and support from trained staff. We have previously held these sessions, and they have been very well attended by families in the Firth park community who rely heavily on benefits and public transport, and don’t have means of traveling out of their local community.

    Our Coffee Drop-In happens every Thursday morning. During the morning, we provide the following activities:  
    - A hot drink and biscuits / cakes for anyone who walks through the doors
    - Opportunities to volunteer by sorting food for our Foodbank (on Friday mornings) and setting the hall up for the Foodbank at the end of the morning.
    - A space to meet new friends, chat, socialise and form a informal network of others from across Parson Cross.
    - Most importantly for many - simply a listening ear, a space to be and, as appropriate, a hug.
    We do have a time where we invite people to join us to study a section of the bible and pray; but there is no pressure to do so.

    The group started in response to the Cost of Living Crisis, providing a warm dry space for people to meet in for free. That is still one of the key aims of the group and Ref No. For Office Use 0006 project - alongside providing a space for people to form ‘community’ through socialising with other people over a drink and some food. We are looking at providing some other social activities alongside refreshments and the volunteering opportunities e.g. board games, card games etc to attract more people to come.

    We aim to re-establish the TARA or join our TARA. We will have a tea tent, light refreshment, invite the police, elected members and local housing area staff.     Description of Project We will be putting on activities over the summer for children and families. Most of these activities will focus on promoting physical and mental wellbeing. These activities will mostly occur at our facility on Rutland Road, or in the nearby Parkwood Springs, but we would also like to take our children and families to some external activities.

     Bring the community together
     Promote inclusive, family focused activities to strengthen family bonds
     Promote physical and mental wellbeing
     Remove financial and social barriers

    Activities:
     Family visits to Parkwood Springs (with support from green prescribers and park rangers) taking part in positive environmental activities there, including litter picks and green crafting sessions
     5-a-side football games
     Family games days- including ping pong, pool and group video games
     Trips to activity centres such as trampolining and go-karting, which most of our children have never been able to experience before
     Training sessions in a gym, teaching safe and healthy movements by qualified trainers Ref No. For Office Use 0009
     We will mostly be using public transport options to travel to external activities. Where this is not possible or appropriate, we will be encouraging family lift sharing in cars. If neither option is suitable, some of our DBS checked volunteers with business insurance on their vehicles will help in transportation.

    Description of Project There is a strong link between housing worries and poor mental health & also a good connection between stronger mental health and stable tenancies. We are therefore proposing a project where tenants who are struggling or facing challenges can be offered wellbeing support, either in a one-to-one or group basis. This improved wellbeing (with a particular focus on emotional stabilisation) should help individuals manage their challenges at home and also grow as stable tenants, benefitting the community.

    The aim of the project is to link effective wellbeing support to tenants who are struggling at home. We would work with Sheffield Council to develop a referral route and also develop an easy self or community referral route. Then we’d focus on one-to-one and group support – sharing techniques and tools that can bring emotional stability and allow individuals to handle their everyday challenges in a Ref No. For Office Use 0010 more balanced and settled way. We’d provide follow up support to ensure any changes that someone wants to enact in their life are well-supported. As an example, a tenant maybe struggling to juggle work, relationship and financial issues. The resulting anxiety may lead to instability, poor choices and associated challenges such as addiction, which could in turn affect their stability as a tenant. We’d aim to provide tools and approaches to help manage the anxiety, bring sufficient stability to address the practical issues and then provide support to effect any longer-term lifestyle changes. We believe this approach and linking it to tenants who have shared with Council, VCSE or directly to us that they are struggling will prove really effective, alongside other support tenants can already get in the city. Studies (e.g. Bridge Support/Crisis 2023-24) suggest there is a direct link between mental health struggles and housing insecurity. We are aware that mental health challenges can make it tough to manage finances or adhere to housing rules. Those insecurities can then cause stress, lack of safety, and instability which in turn can worsen existing mental health conditions or trigger new ones. Furthermore, secure housing is often considered a cornerstone of mental health recovery, and difficulties accessing adequate housing can hinder recovery efforts. Space to Breathe’s support would address these key challenges but providing tried and tested models to manage emotional stability. Our work has a growing reputation across the city. In 2022-24, our work with Single Point of Access saw 83% of all people we worked report improved quality of life. This project would focus support on those who need it most and we’d evaluate growth in wellbeing and quality of life but also improved housing security in our evaluation.
