Developing Sheffield's future approach to parking and kerbside space

Sheffield City Council is developing a new Parking and Kerbside Strategy.

The strategy will establish a long-term framework for how parking and kerbside space is managed across the city. It will help guide future decisions about the use of limited street space for a wide range of activities, including parking, walking, wheeling, cycling, public transport, deliveries, accessibility, green infrastructure and public spaces.

The strategy will support delivery of Sheffield's Transport Vision and Strategy and help provide a clear, consistent basis for future investment and decision-making.


Why is a new strategy needed?

Sheffield's current Parking Strategy was published in 2018.

Since then, travel patterns, technology, national policy and local priorities have changed significantly. Streets and kerbside space now support a much wider range of activities and services than parking alone.

The new strategy will consider how parking and kerbside space can support:

  • Accessible and inclusive travel
  • Walking, wheeling and cycling
  • Public transport
  • Residents, businesses and visitors
  • Loading, servicing and deliveries
  • Electric vehicles and emerging technologies
  • Greener and more attractive streets and public spaces


What do we mean by the "kerbside"?

The kerbside is the part of the street where movement, access, servicing, parking and public space come together.

It supports a wide range of activities, including:

  • Parking for residents, visitors and businesses
  • Blue Badge parking and accessibility
  • Bus stops and public transport
  • Loading and deliveries
  • Taxi ranks and pick-up/drop-off activity
  • Cycle parking and shared mobility services
  • Electric vehicle charging
  • Street trees and sustainable drainage
  • Seating and public realm improvements
  • Waste collection and servicing

As demand for kerbside space continues to grow, decisions often involve balancing competing needs in a fair and consistent way.


Current stage

The project is currently in the evidence gathering phase. No new policies have been developed or proposed at this stage.

We are gathering information, data and local insight to help us understand how parking and kerbside space is currently used, the challenges people experience, and the opportunities that may exist in the future. This evidence will form the basis for developing policy options later in the project.

During this stage of the project we are engaging with a range of people, including Local Area Committees, Elected Members, Council services and officers, South Yorkshire Mayoral Combined Authority, schools and young people, disabled people and accessibility groups, community and voluntary organisations, women's and girls' groups, and businesses and representative organisations.

This targeted engagement will help ensure the strategy reflects a broad range of experiences and perspectives from across Sheffield.


Project timeline

Summer - Autumn 2026: Evidence gathering

Gathering data, reviewing existing policies, and engaging with councillors, stakeholders, community groups, schools, council services and partner organisations to understand current issues, opportunities and priorities across Sheffield.

Autumn - Winter 2026: Policy development

Developing draft policies and options using the evidence gathered. This will include considering how different demands on parking and kerbside space can be balanced in different locations across the city.

Winter 2027: Public engagement

Seeking feedback on draft policy options and the emerging strategy. Views gathered during this stage will help refine the strategy before it is finalised.

Spring 2027: Final strategy

Reviewing consultation feedback, updating the strategy based on the feedback where appropriate, and seeking formal approval through the Council's decision-making process.

Spring 2027- Onwards: Implementation

The strategy will provide a framework for future investment, policy decisions and projects relating to parking and the kerbside. Implementation is expected to take place over a number of years and not all changes will happen immediately.

  • Development of new projects and schemes
  • Updates to existing policies and guidance
  • Changes to parking and kerbside management where appropriate
  • Investment in infrastructure and public realm improvements
  • Further engagement with communities and stakeholders as individual projects are developed
