We are aware some have experienced difficulty applying for permits on-line, so we will provide an additional week’s notice to vehicles parked in the area, highlighting that the restrictions have changed.
If you are a resident or business within the parking zone, you can still apply for permits, but please note that having a permit does not guarantee you a parking space.
The majority of the signing and lining for the parking scheme has been completed, however there are still some double yellow lines to be implemented where there has been resurfacing as part of the Neepsend-Kelham - City centre cycling scheme. This lining is expected to be completed over the next two weeks. This lining is expected to be completed in parallel with the final short sections of carriageway surfacing over the next two weeks.

Originally night works were due to take place from 14 October 2024 until 18 October 2024. However, due to recent adverse weather conditions we've had to postpone the work.
Night working will now take place on weekdays from:
28 October until 11 November, 7pm – 5am.
We’re resurfacing Neepsend Lane and surrounding roads in Neepsend. We’ll need to close some roads so that we can resurface large sections. If you’re travelling at night, please follow the diversion signs which will be in place.
Some road movements have recently changed in Neepsend:
- Hicks Street has changed from two-way to one-way, on the approach from Burton Road.
- Neepsend Lane has become two-way from Percy Street to Rutland Road, to allow access to residential properties and businesses. There is no longer a route through Rutland Road junction.
During the second week of night works, week commencing 4 November, we’ll resurface the roads and place down new white lines, formalising the final changes to road movements in Neepsend:
- Burton Road will become two-way, from Mowbray Street to Rutland Road.
- A bus gate will come into effect, from Burton Road, through Rutland Road junction to Neepsend Lane.
- In the opposite direction (approaching from Rutland Road), a bus gate will come into effect after Percy Street. All motorists except for buses approaching from Rutland Road junction will need to turn left at Percy Street.
- Percy Street will become one-way from Burton Road to Hicks Street.
- Platt Street will become one-way from Hicks Street to Harvest Lane.
- All arms at Rutland Road junction will be straight-ahead only, with no permitted left or right turns.
We’ve included a map which identifies the main routes around Neepsend once the new white lines are placed on the road.
Information for road users
There will be diversions in place which will be clearly signposted.
Information for bus users
Bus services through Neepsend will be affected by the closures after 8pm each night. Please go to travelsouthyorkshire.com to check if your route is affected.

You can apply for parking permits from Monday 7 October if you live or own a business in the Kelham Island and Neepsend permit zone.
Resident permits
You can apply for a resident permit online.
You can apply for one permit per household. We may consider applications for a second permit if you live in Neepsend, but we may ask for additional information to support your request. We would not issue more than one permit to properties in Kelham Island.
Costs for resident permits are:
- First permit is £111.60
- For residents in Neepsend, subject to supporting information, second or further permits are £223.20
If your property is in a car-free development, you won’t be eligible to apply for a resident’s permit. You can check if your property is designated car-free by using our online tool.
Business permits
You can apply for two different types of business permit.
A single permit is a paperless permit which can only be used in for the vehicle you specify when you apply.
A pool permit is a permit that can be shared by your staff across different vehicles.
You can apply for two permits per business in Kelham Island, but businesses in Neepsend have the option to apply for more.
Costs for business permits are:
- First permit is £111.60
- Second or further permits are £223.20
You can apply for a business permit online.
If you’re in Neepsend and want to apply for an additional business permit or permits, please log in to your account, select the ‘Business Discretionary’ permit type and complete your application.
Visitor permit vouchers
If you would like visitors to be able to park near your property, you buy a book of single-use vouchers you can give to visitors. While this doesn’t guarantee a parking space, a voucher will mean your visitor can park in an on-street bay within the permit zone.
A book of 25 permits costs £19.35.
You can apply for a book of visitor permit vouchers online.
Carers permits
If you live in the permit zone and need essential care at home, you may be eligible for a resident’s carer permit. This is a paper permit which can only your carer (or carers) can use. These permits are free of charge. You will need to provide proof of care – you can find out more on the Sheffield City Council website.
You can apply for a carers permit online.
Please submit your permit application before Friday 1 November 2024 to ensure you receive your permits before the start date. Your permit will be valid from Monday 11 November 2024, even if you receive it before then.

These features have been put in place to prioritise pedestrians and cyclists when navigating the area. You can view the initial maps, plans and proposals which were consulted on in 2021.

Unfortunately, we weren’t able to start the works as there were cars parked in the area, despite signage informing drivers of the restrictions we’ve put in place to enable the line removal..
We had planned to do this work during the day to minimise disruption, as it can be quite noisy. But cars continuing to park in the area are limiting access for works vehicles, so we’ve had to change our plans to do this work overnight.
We apologise for any inconvenience.
