Why is the parking scheme needed?
Over the past thirty years, Kelham Island has transformed into a prominent inner city residential area and is a recognised destination for leisure and entertainment.
Neighbouring Neepsend features traditional manufacturers and other industrial businesses, but it too is now seeing a growth in leisure and residential development.
In order to facilitate this residential and leisure growth, a new high-quality cycleway between Neepsend and the city centre, and public transport improvements, are being brought forward to better connect Kelham Island and Neepsend to the city centre and enable more journeys to be made without the need for a car.
The improvements to cycling and public transport require the removal of some sections of on-street parking to remove bottlenecks and to improve road safety.
Furthermore, lorries delivering to local businesses also had difficulty navigating roads in some locations due to the number of parked cars. This also necessitated some removal of existing on-street parking spaces.
Recognising the continued growth of housing in the area, the removal of some parking spaces to facilitate public transport and cycling improvements, and issues with vehicle movements, the Parking Scheme was introduced to prioritise the available on-street parking spaces for local residents and businesses trading from the area.
The Parking Scheme is therefore an important element of the council’s plan to support Kelham Island and Neepsend as a distinctive and sustainable mixed-use neighbourhood, with high-quality homes, new and traditional commercial spaces, and improved connectivity between the area and the city centre and beyond.

How are you consulting with residents and businesses?
The Council is launching a survey on the parking scheme specifically for local residents and businesses located in and immediately bordering the Parking Scheme area.
The survey is designed to collect feedback on how the scheme is operating and suggestions for any improvements from those living and working within the scheme boundary.
This feedback will inform further consideration of whether the parking scheme is working as effectively as possible, or if it can be improved further.
The survey will be sent to all properties located within the same boundary that received direct communication as part of the public consultation held on plans to implement the scheme in 2022.
The survey will be open for returns for five weeks, with notification of the survey being distributed via post and email (where email addresses are publicly available) to mark the start of the engagement period.
The survey is not designed to consider whether the Parking Scheme should continue or not, as this was subject to a full public consultation and business engagement prior to its implementation and cycling and public transport improvements are complete. The focus is to establish if any amendments might further enhance the Scheme.
What happens next?
The insights from the survey will be presented to Sheffield City Council transport planners, to consider if any amendments might further enhance the Parking Scheme.
Any updates to the scheme as a result of the review will be shared with the public once approved.
