Consultation on the HMO Licensing Review

Sheffield City Council is carrying out a review of its licensing scheme for Houses in Multiple Occupation (HMOs). As part of the review, this consultation is seeking views from private landlords, managing agents and other stakeholders.

The review will look at fees for HMO licences which have not been updated since 2012. We need to ensure that our fees raise sufficient funds to cover the cost of the licensing scheme. Another priority is to comply with legal rulings which effectively require licence fees to be split into two separate charges. The review will also consider the introduction of optional services to assist with HMO licensing, and the imposition of higher charges for non-compliant landlords to cover our increased management costs. Finally, we will be looking at how we can help to inform and educate landlords and managers to better understand HMO property standards and management regulations so that a higher proportion are fully up to standard when assessed for a licence. There are two ways to participate in the consultation. Complete our survey (it should take no longer than 5 minutes) or post a comment about any aspect of the review in the guestbook. Guestbook comments are moderated before being made public. Survey responses will be seen by Sheffield City Council but won't be published, however we will update this page with a summary of responses after the consultation closes.

The consultation will remain open until Friday 9th June 2023.
