Division Street - Consultation on proposed changes

The Division Street pedestrian zone forms part of our plans to make more space in our city centre for people, and provide more choice in how you travel.

We propose to make some changes to improve loading and deliveries within the area, make the current cafe seating areas more accessible by raising these from the carriageway to pavement level and ensure no vehicles drive within the pedestrian zone outside of loading times.

We will also install cycle parking adjacent to Mr Miyagi Sushi & Noodle Bar for visitors and businesses.

We have installed an enforcement camera on Division Street meaning there will be strictly no access for vehicles during the pedestrian zone’s active hours of operation.

These changes will make it easier for people to visit and spend time in the area while ensuring suitable access arrangements for businesses and off-road car parks on Canning Street.

Later in 2027, we will present the long-term vision for the pedestrian zone. We will need to identify additional funding to upgrade the street to higher quality materials, more in keeping with places like the Heart of the City and Pounds Park.

To make these improvements, we need some Traffic Regulation Orders (TROs) which we are advertising from Thursday 22 October. TROs are legal documents that allow councils to change the way roads are used.

We’re proposing Orders to introduce:

  • Loading bay at all times on part of Westfield Terrace.
  • No waiting 8am to 8.30pm on parts of Canning Street and Trafalgar Street.
  • One way traffic except pedal cycles on parts of Devonshire Lane.
  • Pedestrian and cycle zone on parts of Canning Street and Division Street, with access for loading from midnight to 10 am.

And we’re proposing Orders to remove:

  • No waiting at any time on part of Westfield Terrace.
  • Paid-for Parking Places 8am to 8.30pm on parts of Canning Street, Trafalgar Street and Westfield Terrace.
  • Prohibition of motor vehicles at all times on part of Division Street.
  • Prohibition of motor vehicles except permit holders and goods vehicle loading from Midnight to 10 am on parts of Canning Street and Division Street.
