In February 2024, the Council produced an Interim Community Buildings Policy, which outlined an approach to community buildings, including community asset transfer. The policy was approved as interim to give the council some time to reflect on its approach and listen to the learning and experience in the city, especially from third sector organisations.
Over the past 12 months we have engaged with over 100 third sector organisations, through direct conversations, working group sessions and an initial survey, which was undertaken in March 2025.
We have listened to learning and feedback from the people who lead and support these organisations, many of whom have direct experience of managing community assets, from community centres to parks and green spaces. We are fortunate to have so much knowledge and expertise in the city. We have also spoken with other local authorities to help us understand good practice nationally.
This learning has shaped and informed the councils revised policy. The policy now focuses on community asset transfer, which covers any license and lease agreements with a third sector organisation, that is delivering community benefits. There is a separate piece of work taking place to look at standardising room booking charges and introducing an online booking system.
You can find a full copy of the Draft Community Asset Transfer Policy on this page. We have also produced a short Summary Version. The policy is scheduled for completion and approval later this year. We will also develop a set of supporting guidance documents and resources (as outlined on page 21 of the draft policy). Once complete we will share the final policy and all related documents on our forthcoming webpage.
